Statement of the Committee on Arab and Foreign Affairs and National Security On The Israeli decision to annex
Sacred Islamic sites to the Jewish heritage list
and the Israeli violations in Jerusalem
 

The Committee on Arab and Foreign Affairs and National Security of the Shoura Assembly
- Deeply Concerned about the Israeli Prime-Minister announcement annexing the Ibrahimi Mosque in Hebron ( Al-Khalil ) and Bilal Ibn Rabah Mosque in Bethlehem to the Jewish heritage list, the committee issued its statement after its meeting on 23 February 2010...
- And according to the instructions of Mr. Safwat El-Sherif, speaker of the Assembly, to the committee to follow up the Israeli provocative measures and violations in Jerusalem such as storming of Al-Aqsa Mosque, attacking worshipers making excavations and changes in Jerusalem in Islamic and Christian Cultural sites in the framework of the Continuous Israeli Policy intensifying settlement activities in Jerusalem and creating a new reality on the ground which could hinder peace process efforts leading to the establishment of a Palestinian state with east Jerusalem as its Capital on 4 June 1967 borders...

The Committee, chaired by Ambassador Mohamed Basyoni, held its meeting and issued its statement confirming the following :
1. The Committee backs the Egyptian Stance towards annexing the Ibrahimi Mosque and Bilal Ibn Rabah Mosque to the Jewish heritage list which represents a clear cut message from Egypt to Israel and to all the international forces concerned.
That the Israeli decision contradicts with being an occupation force and will not achieve its goal to impose a new reality on the ground demolishing any possibility to establish a Palestinian state.

2. The Committee confirms that the Israeli decision is considered a preliminary step towards a religious war in the Middle East and a new Israeli Piracy act by the occupying state. It reaffirms the determination of the Israeli government to impose realities on the ground within the framework of a continuous Israeli Policy of aggression towards Al-Aqsa Mosque to claim a foothold at the holy Mosque as well as to consolidate occupation before any negotiation concerning Jerusalem as a Capital for the Palestinian state.

3. The unfair Israeli Policies in Al-Khalil will blow up the situation between the Palestinians, Israelis and Settlers. Since the Israeli occupation of the West Bank in Al-Khalil, a programmed replacement process has been carried out to impose a new Jewish population formula on the Palestinean society by encompassing Al-Khalil with settlements and eliminating all Arab and Islamic Features.

4. The Committee confirms the illegitimacy of the Israeli decision to annex the Ibrahimi Mosque and Bilal Ibn Rabah Mosque to the Jewish heritage list since Israel is an occupation force.

Therefore, the Committee:

1. Calls upon the American Administration to implement Obama’s obligations announced in Cairo University on top of which the two-state solution. The unilateral Israeli measures aims at aborting any exerted efforts to have the United States as a mediator sponsoring the negotiations between the Israelis and the Palestinians according to American guarantees and reference as well as a predetermined time schedule for these negotiations.

2. Calls upon the Arab and Islamic states, peace-loving states, regional organizations specially The Arab League and Islamic conference Organization:
A- To call upon the U.N.S.C. hold an emergency summit to take a decision concerning the illegitimacy of the Israeli measures in the occupied lands contradicting the international legitimacy measures., as it is considered a violation for Geneva agreements.
B- To call upon the U.N.G.A. to seek a consultative opinion ( if the S.C. fails to issue a resolution ) from the International Court of Justice concerning the Illegitimacy of the Israeli measures which will be a reference in any future negotiations and aborting any Israeli attempts to creat an actual and legal reality on the ground.

3. Calls upon the UNESCO to carry out its role to stop the implementation of the Israeli decision as it is considered a violation to the International law.
( 1954 Hague agreement to protect cultural property ) which prohibits the occupation force to annex lands from the occupied region.

4. Parliaments all over the world especially those concerned with the peace-process to urge their governments to take actions towards the Israeli provocative Policies in the Palestinian lands.

5. Calls upon All Palestinian Factions and organizations to unite their efforts to reach reconciliation and end the divisions for the sake of the supreme Palestinian national benefit, to face the Israeli policies aiming at expansion, to protect the destiny of the Palestinian people. Thus the ongoing struggle between the Palestinians can lead to the loss of the Palestinian land, And this will be for the benefit of Israel to continue seizing the Palestinian lands
